{"id":21,"date":"2026-07-24T12:02:09","date_gmt":"2026-07-24T12:02:09","guid":{"rendered":"https:\/\/bbet365.xyz\/?p=21"},"modified":"2026-07-24T12:02:09","modified_gmt":"2026-07-24T12:02:09","slug":"brazil-regulator-opens-public-consultation-on-new-betting-licensing-regulations","status":"publish","type":"post","link":"https:\/\/bbet365.xyz\/?p=21","title":{"rendered":"Brazil regulator opens public consultation on new betting licensing regulations"},"content":{"rendered":"<div>\n<p>The SPA, the regulator of betting in Brazil, published Public Consultation Notice No. 3\/2026 on Wednesday as it seeks to improve the regulations on betting licensing.<\/p>\n<p>It provides for public consultation to obtain contributions and information to prepare a decree that will establish new rules for authorising the operation of bets in Brazil. <\/p>\n<p>The measure is part of the\u00a0<a href=\"https:\/\/www.in.gov.br\/en\/web\/dou\/-\/portaria-spa\/mf-n-817-de-15-de-abril-de-2025-624258870\" target=\"_blank\" rel=\"noreferrer noopener\">SPA Regulatory Agenda<\/a>,\u00a0established by Ordinance No. 817 in April 2025. It anticipated a review of the authorisation procedure for betting operators during the first quarter of this year.<\/p>\n<p>Only now has the SPA put the consultation online for such a review.<\/p>\n<p>The public consultation aims to improve the authorisation request procedure, as outlined in\u00a0<a href=\"https:\/\/www.in.gov.br\/en\/web\/dou\/-\/portaria-spa\/mf-n-827-de-21-de-maio-de-2024-561240128\" target=\"_blank\" rel=\"noreferrer noopener\">SPA\/MF Ordinance No. 827\/2024<\/a>. The SPA will incorporate lessons learned from the first authorisation cycle into the document. Ordinance 827 regulated articles of the betting laws regarding the rules and conditions for obtaining authorisation to operate betting establishments.<a href=\"https:\/\/www.in.gov.br\/en\/web\/dou\/-\/portaria-spa\/mf-n-827-de-21-de-maio-de-2024-561240128\"><\/a><a href=\"https:\/\/www.in.gov.br\/en\/web\/dou\/-\/portaria-spa\/mf-n-827-de-21-de-maio-de-2024-561240128\" target=\"_blank\" rel=\"noreferrer noopener\"><\/a><a href=\"https:\/\/www.in.gov.br\/en\/web\/dou\/-\/portaria-spa\/mf-n-827-de-21-de-maio-de-2024-561240128\"><\/a><\/p>\n<p>Now, the SPA has opened a consultation to gather contributions and information that will support the government in revising the ordinance with rules for authorising the operation of sports betting and online games.<\/p>\n<p>The consultation will last 45 days, from 27 July to 9 September. Any individual or legal entity may participate through the\u00a0<a href=\"https:\/\/brasilparticipativo.presidencia.gov.br\/admin\/participatory_processes\/autorizacao\" target=\"_blank\" rel=\"noreferrer noopener\">Portal Brasil Participativo<\/a>. To participate, those interested must access the portal using their gov.br address.<\/p>\n<p>The SPA will review submissions after the contribution period ends, in accordance with Article 31 of Decree No. 12,002\/2024.<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-transparency-in-the-authorisation-process\">Transparency in the authorisation process<\/h2>\n<p>The consultation on improvements to the licensing procedures arrives amid a push for greater transparency of the process.<\/p>\n<p>In June, Brazil Finance Minister Dario Durigan announced the ministry would publish over 25,000 documents relating to betting licensing.
